Two J1772 chargers available at NE corner of Cobb Parking Deck, top floor (level 5). It is an open-air garage although there are an enclosed elevator and stairs very close by. $0.75/hour through ChargePoint, though it's prorated (ie. may be charged less for less time charging).

Cobb Parking Deck like most decks on campus requires a swipe-in card and permit Mondays-Friday from 7:30am-5:00pm. This is not a pay lot - you need a permit and swipe-in card on weekdays. Gate raises during evenings and on weekends, though this will change in fall 2019 as UNC introduces nighttime parking fees.
